[2018-1-26]policy for conflict minerals

1Purpose

To prevent the armed forces of Democratic Republic of Congo and its neighbour countries to use the conflict minerals which is got from illegal method on our company raw materials, it should implement the company policy for conflict minerals, improve the condition of supply chain and have the support for the district procurement plan, so it can let Congo and its neighbour  have the legal trade.    

2Scope

It can be used for the investigation of company all raw materials.
 
3Responsibility
3.1
Engineering department: The supplier should make the primary assessment which is the raw material including the conflict minerals or not when sampling. 
 
3.2 
Quality department: To have the promise of EICC and GeSI unite operation group, it should improve the conditions of electronic supply chain and conflicting mining activity can not be allowed.《Dodd-frank》needs to reveal and report the information of Ta, Sn, W, Au which are used for the relative products and its sourcing.
 
3.3 
Procurement department: The supplier should be selected according to material procurement, and it should help with quality department to have the investigation of supply materials which have the conflict minerals or not and the sourcing if have.
 
4、Term and definition
4.1
    3TG: Abbreviation of Ta, Sn, W, Au.
4.2
   Conflict mineral product: Ta, Sn, W, Au, or their derived materials, or the conflict minerals and their derived materials which are defined by United States of Secretary of State to let Democratic Republic of Congo and its neighbour countries have conflict.
 
4.3 
   Neighbour countries: On 2010, the souring country - Democratic Republic of Congo past 《Dodd-frank Wall Street financial reform and consumer protection law》and it is sharing the national board of 9 counties: Angola, Burundi, Central African Republic, The Republic of Congo, Rwanda, South Sudan, Tanzania, Uganda, Zambia.

   Democratic Republic of Congo conflict-free minerals: The products have no materials which are benefit for Democratic Republic of Congo or neighbour countries armed organization.
 
4.5 
   Recycle or scrap: Recycle or scrap are the metal which can be recycling used, they can be collected by end-user used the products, or the scrap produced by production manufacturing. Recycle metal include redundant, scrap, defective metal materials. These materials can be used to have cyclic regeneration of Ta, Sn, W, Au. The recycle metals don’t include the minerals semi-processed and no processing, and secondary products of other kinds of non-metal ore.
 
5、 Operation content
 
 
5.1
   Engineering department should send the requests of material type to procurement department, and ask procurement department to seek for the supplier and sampling. It also send the risk assessment information to procurement department and quality department that the material has conflict minerals or not. 
 
5.2
   Engineering department should make the confirmation of company materials having conflict minerals or not, such as aluminium plate and bar, iron plate and bar, tools, gauges, repairing instruments, devices, electroplate. The plastic granules and rubber materials have no 3TG.
 
5.3 
   Procurement department should select the right supplier according to the material specification and quality requests for engineering department supplied. It needs the supplier to send the sample, and also send CMRT to supplier to let it do the conflict minerals investigation and make the promise to the materials, then send the CMRT/email/declaration signed by supplier to quality department so that it can judge the information to fit for the request of Democratic Republic of Congo conflict-free metal or not.
5.4
   Quality department should judge the investigation results of CMRT/email/declaration supplied by supplier to fit for the request of Democratic Republic of Congo conflict-free metal or not.
 
5.5
   If investigation results are fitting for the requests of Democratic Republic of Congo conflict-free metal, this message should be sent to company to save.
 
5.6
   If the materials have the conflict minerals and the source area is out of 《》, it should ask the supplier to use 《》to fit for the requests of Democratic Republic of Congo conflict-free metal. If the supplier can not reach the requests above, Hyber can stop the procurement from this supplier.
 
5.7
   If serious situation, it should stop the cooperation with the supplier who has supported the risk of conflict.
 
5.8
   Company policy of conflict minerals: Not agreed, not allowed to use the metal which is gained from armed conflict, illegal mining and named “conflict minerals”. Supplier should investigate the products which include Ta, Sn, W, Au and verify the sourcing of these metals.
 
5.9
